Possible modification to the white paper, based on Ewart's and Rick's
suggestions (_for_discussion_):

   a) Before 2010:
       Fast kicker in the proton hall and use TISOL dump as a dump
       and UCN source at the Parity area. A remote mechanism to
       put spallation target into cask like UCNA is required. The
       peak current would be limited to 10uA.
   b) After 2010:
       Construct the UCN source in the ISAC area as described by
       Rick. This way, the source could take even more current.
