Subject: (revised) Chi2 for NIBF Vs. energy

I typed in wrong numbers for Penelope NIBF Vs. Energy
while I was doing calculation for the Chi2 with no scaling.
Below is the corrected numbers. The chi2 fit with scaling
for NIBF was correct though.
